The first time I connected to a 2nd floor access point amazed me, although it usually indicated that our local access point needed a reboot. It's not perfect, but we can deal with it. We were able to have our signal strength increased ever so slightly so that we could properly test the hardware. TRaymondKM story seems to end in sadness (1st floor users having problems connecting to WiFi access points in 1st floor). Otherwise you may need to contact the vendor or look for other WiFi solutions which give you more configuration options. I know they will contain the same settings, but it may be enough to have macOS hook onto the stronger signal.

If you cannot adjust the signal strength of the other antennas or block their signal enough, then maybe configuring Network Locations may be a quicker way to try and force the Mac to search out the stronger signal (or you can try turning WiFi off and on, but I think the Network Locations will be faster). They had to lower the signal strength on our 1st floor so much that we started having problems connecting to the WiFi access point in our 1st floor area. We had to significantly weaken the signals to prevent the issue (We have heavy duty concrete floors in our building as it was an old factory building, yet we could still see and connect to the access point on the other floor). We've had the same issue with Macs in our organization refusing to give up an extremely weak connection.
